The Ministry of Health of the Republic of Armenia will change the logic of concluding contracts with medical organizations in order to finance state orders.
It is possible that these contracts will be concluded for a period of less than one year and will be periodically reviewed, Acting Minister Arsen Torosyan said at the discussion of the draft state budget of 2019 in the National Assembly.

“Contracts for the provision of monetary amounts are signed with medical organizations at the beginning of the year on the basis of different principles. The current principle is the sum of the previous year. But we will change the logic of signing contracts. The number of paid services is a direct indicator of the effectiveness and quality of the medical organization. Medical organizations will not have unequal conditions for the use of public resources. It is even possible that contracts will be concluded not for a year, but for a shorter period of time, ”said Torosyan.

He noted that these contracts may be revised, but through several services: services for socially vulnerable people and services provided to military personnel.

In the case of regional medical institutions, the amount of funds will be determined by the number of people served, as well as the cases recorded in the previous year. The acting minister noted that some redistribution had already been done and a lot of funds were directed to the regions.

He noted that the mechanism of providing money to medical institutions for state orders will change if the transition to the insurance system is made.
