
During the 2017 Global RIA Awards of the World Bank, Armenia was recognized as the winner of the "Assessment of the Effective Control of the Year" nomination among 162 countries.
Speaking to reporters, World Bank Public Officer David Melikyan noted that this victory is based on cooperation between the World Bank and the Government of Armenia over the past few years.
Director of the National Center for Legislative Regulation Armen Yeghiazaryan stressed that the program they presented and won is a rather serious and powerful tool, with the help of which the government is trying to make quite powerful decisions. In his opinion, today the Government intensively follows the system introduced by them.
"This victory, if I compare it with sport, I would say that we have won the world championship, and we have won the gold medal. The victory was a surprise for us, involving 160 countries, which would have to present a new regulatory impact program. Our program is a very powerful tool with the help of which the Government tries to make sound decisions, that is to say, what impact does this or that decision affect, what consequences will it cost to those who are obliged to do so? Is it the right decision, or are there any other options? " said Yeghiazaryan.
Heghine Manukyan, deputy director of the National Center for Legislative Regulation, noted that after the competition they had studied the work of other countries and noticed that others lacked the appropriate examinations. Manukyan said that most of the participants were from Europe, Asia, South America and Africa.
